The company provides project management services for investment projects and for identifying investment opportunities for private companies, financial institutions and institutional clients in complex and highly specialized industries such as real estate, utilities and transportation.
SKL Consult OOD offers advisory services for elaborating the documents for all stages of the project management cycle for projects funded by the EU funds (Structural funds and the Cohesion Fund), Public Procurement Law - for elaboration of the various programming documents, application forms for grant schemes, preparation of offers and reporting documentation during the implementation phase.
Claims Preparation and Analysis
The company provides advisory services on the elaboration and analysis of claims and variation orders on construction and engineering activities during the implementation of infrastructure projects. Company’s experts can advise on the determination of the responsibilities and provide assistance for achieving the best timing and optimal financial terms for claim resolution, validate the claim in conformity with the contract, and give definitive opinions about the financial consequences and responsibilities.
The Company can form teams of experts with the respective specialization, that match the requirements of a particular project. The experts have an extensive experience and in-depth knowledge of the FIDIC, ISPA, PHARE procedures and regulations and the Public Procurement Law provisions.
Eng. SNEZHANA ANGELOVA possesses in-depth knowledge and great professional experience in the field of European and International financial investment procedures pertaining to state orders and public-private investments and projects financed by the World Bank, European Bank for Reconstruction and Development, European Investment Bank, and European Pre-accession Funds. Eng. Angelova combined this knowledge with perfect knowledge of the institutional frameworks in Bulgaria, including ministries, executive agencies, and implementing bodies.
More than fifteen years Eng. Angelova worked in the field of telecommunications, including as designer of computing equipment, certified scientific expert, director of Department “International Cooperation and European Integration” at the State Telecommunications Commission. The last several years of Eng. Angelova’s professional career were connected with the management of international projects in her capacity as Director of Departments “International Projects Management“ at the Ministry of Economy and the Ministry of Transport.
The list of projects managed by Eng. Angelova included the financed by ISPA: reconstruction of Sofia Airport – new passenger terminal and runway system, Electrification and rehabilitation of the Plovdiv-Svilengrad railroad line, New Bridge on the River Danube at Vidin-Kalafat, Port Burgas – Extension Project with a Japanese loan and other developments of the sector operational program “Transport”.
LILYANA YOSIFOVA is a certified Lawyer. She worked several years as a legal adviser with companies in the field of construction services and financial management. During the past fifteen years Mrs. Yosifova concentrated her activities in legal defense of intellectual property.
Her legal practice as a legal consultant on civil and commercial law was connected with her residing at Geneva, Switzerland.
